"Has THERE ever been, or IS there, a draft in Canada?"
Currently there is no draft in Canada. It may not make sense to you, but there was CONSCRIPTION in Canada in the past.
Each time, during World War I and World War II, the idea of the draft arose, it met with such resistance that the Conscription Crisis of 1917, and the Conscription Crisis of 1944 resulted. The true numbers that were drafted and that did see fighting was minimal. After those two events, no Canadian government was about to introduce conscription again. Canadians are KNOWN as a peaceful people, Canada is KNOWN as a peaceful country, and service in the Canadian Armed Forces is completely voluntary.

They do not have a draft, and will not need one. They do not need huge expensive budgets to get people to sign up either. They have excelent benefits, are one of the highest paid militaries in the world, and they are not real strict on hair length, etc. They have no retirement system for their military, but they are paid enough that they can save a significant amount for retirement. If they stay in Canada, they have the national health care system, eliminating the need for a Veterans Health Care System like the USA, and a guarenteed income level. There has never been a shortage of recruits into the Canadian military, and they allow enlistment from people that live in any common wealth country and the USA. The only negative to this, is that you will eventually have to choose your original or Canadian citizenship, and you may have to recind your tribal rights, depending on which tribe you are a part of.
