He is the witness for all the livings,
of all the act at every moments,
i feel you may be wishing to tell Him something, then
yes, you can tell and He will listen that, but
the question is whether He will act for that or not, will
entirely depends on your qualification/authorization,
(just like a minimum qualifiacation of age for driving licence etc.
and power of attorney etc. in material world...)
there are qualifications and
authorisations for
non-material world too,
believe you me,
it depends only on one`s
qualification for own request and
authorization for other`s requests,
to get the request approved,

God is omniscience ~ he knows everything to its minute detail. He has made all the people in the world INDIVIDUALLY. There are no duplicates!
All people are unique, and special to him ~ whether they know it or not, whether they believe in God or not; whether they are atheists or theists -God loves them all, he created them all and they are individually made.
God does not just know what we thinking about at that moment ~ 'he knows our thoughts afar off', even before we think them. 'He knows our sitting down and our standing up.'
I would like to refer you to Psalms 139, you will like it! By the way I don't believe in coincidence!!
It is not a coincidence that you mentioned 1 39 am, and that I recommend Psalm 139 to your answer!.......I get the feeling you did it intentionally though.

He knows everything you have ever said or thought, everything you will ever say or think, he knows how many hairs are on your body, how many have fallen off.....every detail. He sees and hears you when no one else can. All of the time. Read the Holy Bible then you will know a lot more about God and yourself.

God is omnipotent, onmiscient, and omnipresent, so the answer is yes.
Consider what the Psalmist David said in Psalm 139:

yes thats how the story goes. Hes got nothing better to do while controlling the fate of the entire universe but listen in on your thoughts and prayers.

2) Even if he does, he may not be all-powerful like that.

No. I believe in God, but he doesn't get involved at this level. He sends messengers for that.
