Manic Panic is not temporary... it is a vegetable/metallic salt based stain... it is only catagorized as temporary because it is not mixed with a developer.... DON'T BE FOOLED!... also, it is nearly impossible to remove or color over
if your hair is natural black then don't bother... it won't show... the best that you can hope for is a sheen only seen in bright lighting... the only way to notice these types of colors is to pre lighten the hair first as I believe is indicated on the product itself.... I have had much success by bleaching some strands (to desired level of lightness) as in highlights or flashes and then applying the chosen Manic Panic color over the hair post shampoo... this solves the problem of having to a too bright outcome...
just think about what you want to achieve and then go for it!... do remember that hair can only take so much abuse before breakage occurs
oh yeah... one more thing... whatever color you choose make sure your hair is prelightened to the proper level... using blue on hair only lightened to brassy (orange) will result in a very drab ugly color, used on yellow will have a green cast... whatever pigment is underneath will determine the final shade
~personally, I have tinted black hair and often bleach some large panels to a red/orange level and use Vampire Red and the combination is spectacular, especially in daylight

Reds, burgundy, and purple can sometimes show up, but it's more of a subtle effect then it would be on lighter hair. And by subtle, I mean, not really seeing the color until you go outside or under bright lights. Think of it this way, imagine a colored piece of glass. Put that colored piece of glass in front of something black. The black is still pretty much black, right? Same idea. The lighter the hair, the better the manic panic/fudge/special effects/etc will show up.
The spray on type of temporary hair color tends to be more opaque, but it tends to look like spray on paint. Same with the hair mascaras.

You won't see it on the black. If the hair is naturally black it can be lifted to pale yellow with powder frosting bleach and 20 volume developer. If the hair is dyed black you could get it to at least light orange with powdered bleach and 40 volume developer. With that being said I need to address two issues; the first being powdered bleach is meant to be used "off the scalp", meaning with a frosting cap or enclosed in foil, care used not to blob it heavily on the scalp. Secondly, color on color makes color (ie, yellow on blue makes green). So keep in mind, your base color of the prelightened hair when mixed with the color, creates a color. For example, if the hair were too deep a yellow and a light blue were applied to it, you would get teal. The more yellow tone you can remove from the hair, the truer the color will be to tone. If you are dealing with dyed black hair I would recommend the manic panic red and orange shades as you could end up with a very off color (with green it could get funky) if the hair is unable to be lifted beyond the orange stage while still maintaing it's structure (you don't want to over process the hair to the point of mush, it will break and have poor color retention). P.S. We use Manic Panic at our salon, I love it. I personally feel it's number one for party colors.
P.S.S. The term TEMPORARY as applied to Manic Panic depends on which color you are using, some stain more than others... Midnight Blue goes on and on! Clairol's semi-permanent color remover will help get it out.

i will tell you that the only thing that works as a temp on black hair is the spray on stuff.and even then it has to be a VERY bright color.sadly the only way to get colored hair on brown or black hair is to get highlights or a blonde dye job first.

any temporary color is only going to coat the cuticle of the hair and it will wash off in just a few shampoos.
