Maybe not--in the first place, I'm gay, and in the second place, I've never had much of a problem talking to ANYbody! But here goes anyway, on the assumption that you're real and not mentally ill. (See the P.S.)
First, if women are anywhere near dating age for you, they are NOT girls. Calling them "girls" will lose you more points than you want to think about.
Second, all the advice columns would tell you to just talk WITH women the same way you talk with anybody else . . . at least at first. Because the best way to meet women is the same as the best way to meet guys: Get into something you really like, and talk to the other people involved. That can be anything from pro hockey games to raising roses.
Third, almost any woman of about your age is going to realize very quickly that you "don't know how to talk to" her. So either she'll peg you as a useless loser and get rid of you, and you can forget about her. Or she'll decide you're sweet, funny, or whatever, and therefore go out of her way to HELP you talk with her. If you don't panic--neither running away nor leaning in for the kill, but just continuing to get to know her--eventually one or the other of you will feel comfortable enough to suggest going on a date. You won't necessarily *call* it a date, but going out to dinner and/or a movie IS just that, if what you've been doing up to then has been touring museums or learning karate.
And on another line, don't neglect getting to know people of either gender of any age. Some of them will have relatives and friends who would love to know you, and some of those may want to date you.
P.S. If your long-time cluelessness is caused by a mental illness or defect--say, Asperger's, which is a variety of autism--you need way more help than a few paragraphs here. If you suspect that's the case, then get thee to a headshrinker soonest.
