Saint Peter doesn't make the decision. God does. It is Him we stand before in judgment when we die. At that moment every human being will become a believer. Tragically, for many the realization will come too late.

There is a statue of Peter at the Vatican where all visitors stop and kiss the feet. It has been kissed so much that there is a dent in the big toe. Peter would break it to pieces if he were there. It is nothing but a myth, Catholic even! as Peter's job in heaven is to rule with Jesus as one of the member making the kingdom of God, with Jesus as King. He is a part of the 144,000 that did go to heaven to rule over us so that we would have as much peace in the paradise earth as they do in heaven... without Satan and the demons! Peter himself has nothing to do about making the choice of who enters... this is just a movie thinggy! It has nothing to do with reality or truth from above! It is no where in the Scriptures. Not at all... Some are marked for survival, and some aren't, yet! That's all.

Nowhere in the Bible does it say Peter is at the gate of Heaven ushering in the believers. It is actually Jesus who does this.
When desbribing the Kingdom of Heaven, Jesus said this:
Matthew 25:23
His lord said unto him, Well done, good and faithful servant; thou hast been faithful over a few things, I will make thee ruler over many things: enter thou into the joy of thy lord.
Also
Revelation 3:5
He that overcometh, the same shall be clothed in white raiment; and I will not blot out his name out of the book of life, but I will confess his name before my Father, and before his angels.
