Take off the cylinder head,remove all valves and springs,keep in order.Now if the valve guide is part of the casting,you will insert the sleeves,If they have sleeves knock out the old sleeve and install the new.Now you will need knurls,micrometer,drill,guides.If you don't have these tools,bring the head to a machine shop and they will do it for you.Or do you mean on a tire.Let out all the air,special tool screws on and pulls out.Break the bead,install new stem screw on tool and pull up into hole.Air up ,done.

You can go to a tire dealer and they have them with the sleeve on the tire valve.
