It's often used in letters to family or very close friends, and so he may feel that it is a safe sort of way to say that he thinks of you in more than just friendly ways. It's often scary for many of us to say out loud "I love you", particularly when we're not really sure. Writing it is safer and easier because it is not as clear what he means.. If you both get used to writing 'Love, [myname]' at the end of your letters, it will be much easier to actually say it out loud when you're ready. Don't worry if you're ready before he is, either - be patient; you have to set the hook before you can land the fish.

It's just a common greeting. I may write "Love (my name)" when I send an e-mail to a friend.
