Not yet, but soon. You can still drive across the border without one until sometime next year. But if you fly you need one.

We have crossed the border from Seattle to Vancouver several times and they will normally ask you for only US ID or green card for identification. Sometimes their very polite immigration officials will just challenge you with a question "foreigners or US citizens?". But, that may have changed after 9/11 event and it will be a good idea to carry one or check the Canadian immigration office before you head to the border for a visit.

Be always prepared with travel documents whenever you visit another country - even if it means just crossing borders. You may even need it for an emergency situation.

You should have one. Honestly, especially if you have any sort of an accent. They will stop people and ask for your passport. I have a friend that is Chinese-American and left her passport at home. It was a huge issue. She and her family were held for 6 hours. Too bad we don't have agents like that on the Southern border!

Not to drive. And there is a moratorium on needing a passport to fly (if one has evidence that they have applied for one).
