It feels like they're shouting at me. Or else it feels like they are imbeciles. I have seen instances of both. And both annoy me, unless there is some good reason for them to be shouting (there is never a good reason for being an imbecile). For instance: STOP USING ALL CAPS!!! Good reason to shout, see? Perfectly agreeable. But something like: "I LIKE CHEESE, WHAT ABOUT YOU" is not right... and that is where I stand on the issue.

No, it depends on the person if they are use to it or not. Some doesn't mind using ALL CAPS because its easier to read to others specially if your eyes are not 20/20 anymore. But it is better to use normal way of using it first letter capital if needed.

Yes... but I don't mind if they use it to EMPHASIZE a point, like so.
I think most people aren't aware that asterisks or underlines placed around a word, *like so* or _such as this_, can be used to emphasize the word, instead of all caps.
Either that, or they're just too lazy to put those asterisks/underlines there.

I don't mind it if somebody does it for emphasis. However, it seems to me more like yelling if somebody types everything in ALL CAPS.

YES I REALLY HATE IT! I FIND IT SO HARD TO READ AND ALWAY SKIP COMMENTS THAT ARE IN ALL CAPS.
Oh I scared myself! Yes, it is really unnecessary.

yeah... it's pretty annoying..it's like they're screaming at you and it gives you the wrong message because you can't tell if they'rs mad or giving attitude or what..
