Go call an overnight 24 hr vet clinic....just look online or search your phone book for one in your state. In the meantime, get him inside the house (he shouldn't be outside anyways) and make sure he has something comfortable to rest on, plenty of water, and make sure he is not too hot.
He was too young to be neutered. Next time you get a dog, for the poor dog's sake, wait until he is 5 MONTHS old.

GET HIM TO THE VET'S OFFICE NOW!!!! why would a vet fix a two month old pup? Most vets wait until at least 4 to 6 months old.

I can just imagine how you would act if you had been just neutered,don't think you would be very spy either.Put the dog on baby non-flavored pediolyte in place of water.This should clear up any diahrea and replace electrolytes lost in diahrea

Time to go back to the vet. Neutering doesn't cause many problems, but diarrhea is bad. CAll the vet and be prepared to go back, immediately.
