p.s i did it right i saw a vet do it first

No, it is not normal. And seeing a vet do it first is not the same as being trained to do it. If your budgie survived that fall, let a professional clip his wings from now on. If the vet is too expensive, many pet stores and animal groomers provide a wing/nail clipping service at a lower cost.

There is nothing wrong with what you have done.The idea of clipping is to prevent them from long sustainable flight.5 inches or 9 feet,both result in the same thing,the bird cannot escape by flying away.The shorter you clip the wing the less altitude the bird can get.Some people prefer to clip the wing a little longer so the bird can make short flights around the house.So if you desire your bird to be able to fly a little then how you clipped the wing is fine.If you do not want the bird to be able to fly as it is clip the wing feathers a little shorter.

Well, it doesn't sound like they were trimmed quite correctly. Have the vet show you again. The first 8 primaries should be trimmed, but if not to the correct length can cause problems. If the bird can gently flutter to the ground several feet away and as long as when he was flying he was gently gliding downward and not going up, he should be OK.

sorry but you din't as tehy can't fly more than a foot if done correctly.
I have worked with a avian vt and been proffessionally taught how to clip wings

well, i have a qauker parrot, and when I clip his wings, he can... flutter, a few inches off the ground, but then falls

You just aren't right!! You shouldn't have any animals. Obviously you didnt do it right!!! Get a pet when you are willing to be responsible.
