With Adobe' Fireworks the effect is called noise. I'm sure photoshop has a similar effect.

With photoshop, go to the filters menu, then filter gallery and try with the artistic filters, move the sliders and check them out on the preview sreen on the left, when you have the desired effect, go to ok and then save the picture, but save it as a copy not as the original, keep trying, photoshop is an awesome and professional set of tools easy to use by everyone that can use a computer.

I beg to differ, this effect can easily be accomplished in Photoshop. If you were to reverse engineer how this image was created here is the most likely method.
1. in the layers duplicate your background layer
2.desaturate the top layer or layer1, image>adjustments>desaturate.
3. again with the top layer selected go to filters > find edges.
4. next go to adjustments > brightness contrast and slide the contrast slider over to the right to make the outline your image stand out more.
5.again, top layer selected find the opacity slider and slide it to whatever level you choose. 40-50% opacity is probably sufficient.
6. in the layers go to flatten to flatten your layers.
7. go back to image > adjustments> hue/saturation. Slide the saturation bar over to the right to increase the images saturation levels.

I can do this with Kodak Easy Share software. It's called "cartoon" on the "fun" section.
