The intersection is to be treated as a 4-way stop sign. Here is a good explanation.
Whoever STOPS at the stop sign first has the right of way. If two cars stop at the stop signs at the same time, the car that is going straight has the right of way. If both cars are going straight and they are across from each other, they can go at the same time. If both cars are going straight and they are beside each other, the car to the right of the other car moves first. If both cars are turning left, someone must take the initiative or encourage the other driver to advance with a flash of the lights or a wave of the hand. That is ONLY in a situation where right of way cannot be determined. Do not wave somebody on if you have the right of way, the confused action may cause an accident.

If the traffic lights are out on all four (4) sides.
the rules are:
and must be followed as if it was a 4 way stop sign.
The first person that gets to the stop signal first has the right of way (may go first).
If two or more get to the stop signal all at the same time, it's the person on your right has the right of way.
NOTE:
some traffic signals, when a power outage the traffic signals will all flash RED and must follow the rules above.

According to the California Vehicle Code, when a signalized intersection is blacked out due to a loss of power, all motorists must treat the intersection as an all-way stop.

If you have a blinking red light, you stop first and watch for traffic before you proceed.
If you have a blinking yellow light, you slow down and carefully proceed through the intersection. DO NOT STOP AT BLINKING YELLOW LIGHTS!!!! I can't stand when people do that! You're supposed to slow down and make your way through, not stop and let the people at the blinking red lights go. This is how you can cause accidents.

When approaching an intersection, the person who gets there first has the right of way. If more than a 2 way intersection, the car on the right has the right of way. When in doubt, wave the other guy through to avoid getting crunched.

How did you get your license is the real question. Have you heard of right of way? At any controlled intersection without signals or a traffic cop, you stop as if you were at a 4 -way stop sign. Is that so hard to figure out? Please tell me what you thought you should do or did? Thanks.
