There are always volunteer jobs open in most communities. The best thing to do would be to check with your local churches, non-profit organizations (such as charities), chamber of commerce, and parks and recreation.
Some nursing homes let people of all ages come in to read to the residents or just to sit and visit. The animal shelter is a great idea. Just don't be surprised if you get the dirty job of cleaning kennels.
Although many organizations will not let you volunteer under 16 to 18 years old, keep trying. This is due to insurance and liability issues. I commend you on wanting to help in your community. You are never too young or too old to help others. It is a great feeling and very rewarding to do volunteer work.
By the way, this is a great way to meet future employers.

Check with your local volunteer center. They have programs that can connect you with all sorts of volunteer projects. The Volunteer Center of Phoenix has some information on youth-based programs in your area:

Hmm here's an idea that might even help you to make some little money. Offer to cut your neighbors grass or rake their yards. You could probably also help to raise some money for charity such as Jerry Lewis MDA Telethon or such.

your local nursing home is always a good bet. It brightens their day to see the younger ones coming to spend some of their time with them by just reading a story or talking or playing a game :)

i would suggest a nursing home, or maybe there is an elderly shut-in in your neighborhood.
