Try auto trim shop in the yellow pages. They do customized and regular vinyl tops all the time.

No wonder, after sitting 418 months! Just kidding...the problem is most likely a stuck or dirty lifter, from sitting. Buy some hydrolic valve lifter additive, like SILOO. Add to oil and run until lifter frees up! Common problem on those models.
