Depending on it's sex my best guess it that it is a hormonal imbalance that is causing mood swings for your parrot. My conure ziggy has the same trouble and he is an older bird now too, your bird may be feeling the heat from wanting to mate with another bird and taking it out on you.
There is no simple way to fix this problem, but I recommend finding him a mate to breed with, even if it is not your bird someone may have another bird of the same type. Maybe calling your local avian vet and talking about some sort of supplement to help sort out his chemical imbalance he may have.

First you need to realize that the bird bites because it is afraid. I would let the bird come out of the cage on its own. If you ease up to it slowly with a dowel, let it get on the dowel and don't move quickly, in time, it will learn to trust you. When he gets on the dowel, give it a treat. Let him learn to come to you. It takes a lot a patience.
I have a 10 yr old parrot that loves to sit in my lap and have his head rubbed, but it took time to get him to trust me. He was almost 4 when I got him. He loves people food..and will scream if you don't give him some of what you are having...potato chips, steak, salad, vegetables..he has to have it.

A long time ago i had a half moon named Paco :-) and when i got him he was already old and wild. Everyday before i would go to school i would grab him with some thick gloves and pet him for like ten minutes. When i would get home from school i would call out to him and grab him for hours. After about a month i didn't have to use the gloves anymore and before you know it he fell in love with me and we were inseparable and he liked no one but me. :-)

If he's otherwise tame, you can let him perch on a wooden dowel-type perch and offer him foot toys (or in this case, beak toys) whenever he goes for a tender body part. Gradually, he'll learn that toys are meant for chewing and people aren't.

Definately give him a couple weeks to get used to you. It may take several weeks for him to warm up to you. You should move slowly when you're reaching into his cage to change his water and food. You should walk up to his cage several times throughout the day and just talk to him, he needs to warm up to you and feel comfortable with you. Just be patient and gentle and give it pleanty of time to adjust.
