if you lose it healthy way by eating wright and exercising then you lose fat all over your body evenly - the places with thinnest layer of fat are gona lose it faster than places with thicker layer of fat (e.g. you are gona notice first changes on your face)

I heard that it goes from the top down but I think it also depends on what kind of exercises you're doing and your individual body. If you're working the muscles mainly in the lower part of your body, I think that parts burns more fat first. Then again, I'm just guessing at that.
