Geometric designs, logos, art?
Flash, photoshop and ilustrator are the industry standards, but they cost lots of money.
If you are looking to do some simple stuff, try open office:

they are free and you can draw and do every think you can do in word Plus alot more.
In response to your edit:
You need something that can save in a well compressed gif format:
adobe photoshop elements is probably your best bet.

You can't "Downloading Microsoft Word" legally. Try Open Office instead, it's free and M$-Office compatible.
Regarding Design software, try PhotoFiltre, free from:
The Tutorials are excellent, too.
