I'm thinking of Downloading Microsoft word because I know it has those type of tools. But I want someting when I can just make designs.

Geometric designs, logos, art?
Flash, photoshop and ilustrator are the industry standards, but they cost lots of money.
If you are looking to do some simple stuff, try open office:

they are free and you can draw and do every think you can do in word Plus alot more.
In response to your edit:
You need something that can save in a well compressed gif format:
adobe photoshop elements is probably your best bet.

You can't "Downloading Microsoft Word" legally. Try Open Office instead, it's free and M$-Office compatible.
Regarding Design software, try PhotoFiltre, free from:

Cheap and easy, if you're just getting started - MS Paint. It comes with Windows.
