Depends on the laws and traditions of that country. If she is in Saudi Arabia, she can't go about in public alone, she has to have her husband or brother or father with her, and she must cover herself, except for hands and face. If she is in Iran, law requires that women cover themselves except their hands and face, but she may move about freely. In Turkey or Algeria, she isn't allowed to wear hijab while in government buildings or public schools, and apparently most Muslim women in these countries don't cover. In most Muslim majority countries, she might get strange looks, but will be allowed to go without covering, so long as she doesn't cause a public uproar.

It depends on the country. The only countries that I know of that require women to cover their hair are Iran and some cities in Saudi Arabia. Many countries have dress codes that require women dress modestly, but not necessarily cover her hair or face.
I know tourists in these countries have to follow the dress code even if they are not Muslim because it is what is considered decent. You must dress as is considered decent with respect to the country you are visiting.

i wouldn't think you would have to. i mean, you're not a muslim and that's part of the muslim religion. Foreigners don't wear them because most like a female tourist will not visit that country just to wear a veil where ever she went.

Depends on the country - some countries would expect women to cover their hair and their arms and legs. Muslim countries with lots of tourism tend to be more relaxed and women can wear bikinis on the beach but not bathe topless.

i am a muslim and i love islam i love who i am
but i dont think that a women who is NOT muslim should have to cover herself in a muslim country because she obviously does not care about the way people (men) look at her. its not like forcing her to wear it going to change her opninon.
however i also think they do this in (some) countrys because they dont want the men to sin.

It depends on how strict the Muslim country is that she is in. In Saudi for example a woman is required to wear the Abaya(head to toe black robe) and hijab even if she is a foreigner. If she is in Iran then she has to be completely covered in Abaya, hijab, and niqab.

You should specify the country you are talking about. There are only very few countries in the world with any sort of legal dress code.

In Saudi Arabia, definitely, although foreign women are not required to hide their entire face. That makes it tough for women in the service. Other than service women, very few women choose to visit there.
