You can perm and dye your hair, it won't fall out.
You just need to wait a few days between each permanent dye/perm.
So you're fine.

You must have a skin test if you wish to dye your hair with any perminent colour or you could have an allergic reaction to the dye and suffer badly.
Your hair will not fall out if you have it dyed Black but if you are a dark blonde you would find that a black dye would make you look gothic and very pale.
Once it is dyed black you would find it very costly to try to get it removed if you didn't like it.
Try a fancy wig shop and try on different wigs to see if a black colour would suit you.
You sound so nervous about all this I feel you will not like the black once it's on.
Why not try a mid brown with some vibrant reds or coppers for the summer months, this will give your face a warm complextion rather than a ghostly appearance.
Good Luck

Don't mess with it. Getting your hair permed changes the hair. If you mess with it now, it might fall out. Go to a salon and ask them to let you know if you can. If you love your hair and want to keep it, be careful.
