Depends on his/her age and to who he/she was writing. I imagine it would be something like:
"Hello, can you tell me the best way to get to america and get free education? I would like to come there because the crime rate is so much less than in my own country."
If he/she were intelligent and had read history, he/she would know that what we did there saved millions of Japanese as well as American lives.
