Okay, I am almost 4'9 and 80 pounds. I wear size 10 pants and shirts. I am pretty tiny but I have a belly, even when I weighed 75 pounds and was 4'8 I still had it. It's not big, only one inch out, but it has been there forever. My mom had it, but she had lipo and a tummy tuck. Should I just eat no carbs and do crunches/get active or just see if I lose it later on? But my mom never lost it w/o surgery and I have her exact body type.

You're probably still growing. Don't worry about a little tummy right now. What's important is to eat healthy, make sure you are getting enough nutrition for your growing body. If you want to be fit, be active. Exercise. You'll be much healthier.

Ummm well i wouldn't worry too too much about it now if your twelve but definitely jogging and limiting calories and sugars. Sugars promote fat growth... Just remember fruits and juices have TONS of sugar so I'd stay away from them even though they are really healthy they won't help you lose weight.

you have a few stages of growth to go through, and to get taller without stretching your stomach skin, you need a bit of excess. when you next do a growth spurt your stomach will pull in. When you are 16ish you will have stopped growing so much and you need to assess your shape then

I'd say do exercises like jogging. That burns the most fat.

do sit ups to firm up your belly but you must do them religiously
