I want to buy three tickets to an amusement park for my divorced brother and his two biological children from two different marriages, but not for their stepsiblings who no longer live with them (there would be 5 stepsiblings, and I can't afford it). Would that be inappropriate? Do I need to buy tickets for all or none? The tickets are almost $40 each. I can't afford that many.

Buying them for the family that lives together is completely appropriate and generous. If they want to invite more extend family, thats fine, but it sounds like this is a gift to your brother and his family and you shouldn't worry about paying for any more than that.

Just buy 3. If they're not your family, you don't owe them a good time. It'd be nice if you could afford the others, but you are by NO means required to give anything to them.
Don't feel bad, and don't give your brother the money, give him the tickets.

Get the ones you can afford, and be done with it. If the stepsiblings aren't even there, it shouldn't matter for them.

I would suggest you give the money to your brother and let him decide whom he wants to take. In this way you are not passing any judgment on the step-siblings, and also staying within your budget.

If your brother should ASK, however, feel free to state how you arrived at the contribution figure and your reasoning. He still can choose to support it or not.

Good for you for such a kind gesture, mostly.

It would be bad not to buy tickets for all of them. I suggest you don't buy the tickets but buy them a round of drinks or food instead.

Tell your brother you want to help the kids get to an amusement park (either if he takes them or you) and tell him you'd be willing to contribute X amount (whatever amt u feel comfy with)
