Sure you can. Your brother's emails are physically located on an email-server (a computer connected to the internet which stores the emails and makes them available). You can setup a new account on your Outlook program, in order to acces them. For this, you will need to know
- the login of your brother
- the password
- the adress through which you access the email-server. This will be either through a IMAP or a POP3 protocol. In practice, during the configutation of Outlook, you will have to indicate a URL akin to "imap.myserver.com" or "pop.myserver.com".
If you can choose between the IMAP or the POP3 protocol, you will probably prefer the IMAP version, as it will leave the emails on the server, and your brother will be able to read them through his Outlook program too, when he returns.
There's probably a third possibility: many email-servers give access to the emails through a web interface ( most often something like "webmail.myserver.com" ). In that case, you only need your brother's login and password, and don't need to configure Outlook to access the emails: you can read them with any internet browser, just type in the webmail adress.

You will need his help to do this, I am not going to help you hack his email account. I assume you are using Outlook Express, but Outlook works the same way pretty much. You need to know several things. His email address, his password and username (usually the first part of the email before the @ symbol.), his pop3 email account settings, and incoming and outgoing servers. If you don't know these, do the following. In fact, do it anyway so there are no mess ups.
On HIS outlook program on HIS computer, open Tools > Accounts > Click his email account > Click Properties > On The First Page that shows up write down what it says in the box that reads "Email address" > Click the Servers Tab > Write down ALL of these settings. Ask him for the password. If you don't know or don't ask it won't work. > Click Advanced Tab > Write down all of these settings (hint: it helps to do a screenshot and just print it using Paint). > Now, exit that, and log into your computer. Open Outlook and click tools > accounts > Add > Mail. > Enter his display name > His email address > Click next and enter all of the information you got earlier in the correct boxes. Click next > Type in the account name and password. > Click finish. > Now, click that account in the box that comes up. Click properties, and make sure all of the settings under each tab are exactly the same as they are on his computer. You may need to change or add some things, just make sure they match exactly. You can add an account (Tools, E-Mail Accounts) knowing his e-mail address, password and other stuff to get on. Then it would be a good idea to set up a filter (Tools, Rules and Alerts) to put all the e-mails to him in one folder, especially if you or he get a lot of stuff. When you have done one or both steps, his e-mails will be downloaded each time the program checks the internet.

Most providers have a way of checking via webmail. Try googling webmail and just put in your email address and password. It works for me. Good luck.
