Some job positions specify that they hire new grads. If one or two years have passed after graduation, but still want to get an entry level job, can he/she apply for the position?

Sure. Most companies won't hire "new grads" if they need employees experienced in the field. Some don't want to do the training necessary to help a graduate make that leap from theory to practice. When the ad says "new grads" it doesn't mean they DON'T want experienced employees, but rather that they are willing to settle. Oftentimes, that is because the pay being offered wouldn't tempt an experienced employee.

If you've got one or two years to have learned more stuff, then I'd think that was a plus. If it was closer to five years, they'd start worrying about someone being overqualified and being inclined to run off after another job because they were bored.

Those starter positions are a way to test someone out, and get them to transition from studying about a field to actually practicing it. They have very high turnover because the people who get them move on to better pay and more responsibility either at another job or in a new company.

yes...they just make sure that the New grads know that the job is open to them alot of people will not hire new grads...

Curious, New grads means new grads. Sure you can apply ! Wether or not they hire you is their call.

sure you can apply it only means that they are also accepting applications from new graduates that may not have any work experience yet
