They are both bad. They literally split open your hair so that the color comes out, granted there is also chemicals that put your hair back together after the development is complete, but it is not as strong or healthy as when you started.
Bleach is found in most professional hair colors in salons or serious beauty stores. It is pretty darned strong stuff. This should be used by a well trained professional. Hydrogen peroxide (h202) is found in most box color kits. It is a little less harsh and thus can be sold in drug stores and such and you do not need to be a professional to use those kits. It is questionable which gives better results, most will say a professional with bleach, but it all depends on what color change you are going for. If drastic- go to a professional, if a slight change, get the box stuff. I use it and love it, it saves time and money.
PS bleach and h202 can be dangerous if concentrated, so the real answer depends on how strong the actual % H202 or %Bleach you use. If 40%bleach vs. 3% h202 then the bleach is stronger, if 10% bleach vs 30%h202 then hydrogen peroxide is worse.

They're not even close to being the same. What do you want to do? Lighten your hair? If so, bleach will, um, bleach it, while hydrogen peroxide will slightly lighten it in the sun.
