Offend means to cause displeasure, anger, resentment, or wounded feelings in someone. This may or may not be intentional.

I think that when one has been persecuted, they have been hated by at least one person and have suffered for it, usually in a physically painful way. When one has been offended, perhaps someone has insulted the former person somehow, or has said something in poor taste. I think that being offended and being persecuted are vastly different things.

Persecuted is an external source projecting at you (usually their opinions regarding your opinions) where as being Offended is an internal reaction that you control (usually your opinions regarding their opinions).

Being offended is something that you do to yourself, it happens because of your choices.
Being persecuted means having someone force their beliefs on you, it doesn't matter what you choose.
You can decide to not get offended and let it slide, but you can't choose to not be persectuted.

I believe
Offended is when someone just makes an offhanded rude remark.
Persecuted is when someone will knowingly discriminate against me because of my belief...(not hire me, not sale a home to me, etc...)
