My dog had a similar problem, it turns out she just needed to be socialized. She knew basic commands, was generally a friendly, happy dog but she got uneasy around other dogs. It turns out that she wanted to play, but she just didnt know how to interact. We sent her to Doggie day care a few days a week so she could learn to play with other dogs and also use up some of her energy. You may be able to find a nice place who is willing to help you. We explained our situation and the owners of this place were very cooperative and patient. After a couple months, she was so friendly and not scared or over excited anymore. now she is a role model in the neighborhood.

You're proper you do not want the crate to ever be used as punishment. She's still a pup, just maintain being consistant. Probably have someone hold her on leash and you place her on a sit down, stay and when she gets up have the person holding the leash sit her backpedal. It's going to take patience and consistancy. If you are adequate along with her now going into that part of the condominium, then let her. If you're no longer, simply keep engaged on it. Looks like you have carried out a excellent job to this point, just hold being consistant, it's going to pay off.

Your dog is poorly socialized. Try entering her in an obedience class at the local Petsmart. You may need to muzzle her at first to prevent incidents, but she needs to be socialized with other animals and trained in how to behave around them.

Leash her and take her to a dog park frequently. She'll slowly get used to being around other animals and won't be as spastic when she sees one.

just keep her away from other animals. she may have a high prey drive or she may just be animal aggressive. you could try training, but if you are responsible (this may include muzzling on walks if she might attack another animal) it is something that may just have to be managed.

Your dog is "protecting" you, your house, or your other dog. This is a natural instinct that may or may not be changed by socialization with other friendly dogs.

my dogs do that too. Sometimes the neighbor 's dog will come over and play then mine will settle.
