Prior to noon, you use the actual number.
1AM is 0100
2AM is 0200 and so forth

After noon, add 12 to the number
1PM is 1300
2PM is 1400

2315 (no colon) is 11:15PM 11:15 at night
11:15 plus 12 = 2315

The main value is that it takes care of AM/PM confusion. If I tell you to meet me at 9:00, do I mean 9AM or 9PM. However, if I say meet me at 0900 then you know it's morning. If I say meet me at 2100, then you know it's PM.

There's a good way to cheat if you are not a military type used to using that way of time. My mother used this when I was at the Military academy and by habit would use it.

Take the number, subract 2 from the second number, thats what time it is in conventional reckoning

Take 1300. 3 - 2 = 1. It is 1:00

In the case of anything over 20, you need to take it as if it kept going past 10. 1900, 9 - 2 = 7:00. 2000, 10 - 2 = 8:00. 2315, 13 - 2 = 11:15

The time is 11:15 pm (2315) the military go by the 24 hour clock after you past 12:00 noon you start counting 1300 hour (1:00 PM) and so on until you reach 2400 hour (12:00 midnight) you start counting 0001 (12:01am) up until you reach (0059=12:59 am) and then you go back to 1:00 am the 12 hour clock again.

Military time is like counting, when you get to 12, the next number is 13, etc, etc, so 23:15 would be 11:15pm.

24 hours on a military time standard, with 0001 being 1 minute after midnight. 0100, 1 in the morning 0200, 2 in the morning so on for full 24 hours.
