If you don't know this person at all, i'd say this is very immature and a weird way to introduce yourself in French. however, if you do know them well, i'd say you are in the middle of a serious conversation about mutual or not-mutual affection.

Hi, first of all: it's terrible French, a lot of typing errors and stuff, grammar is just crazy. Sounds to me like one of the spam mails one gets in millions.
Here's what it says:
bonjour je ma appel daniel je suis au congo je vous etre ton ami = Hello, my name's Daniel, I am right now in Congo and I would like to be your friend (je m'appelle Daniel, je suis au Congo et je veux etre ton ami in correct French);

"bonjour je vous etre ton ami dam tous sa je tai dirais je t aime boucoup dam ma vie je ne jamais aime ses toi que j aime .s.v.p je te demande de me repondre sur ma boite.merci" should really read "bonjour, je veux etre ton ami, donc tout ca je te dirais, je t'aime beaucoup, dans ma vie je n'ai jamais aimé, c'est toi que j'aime, svp je te demande de me repondre sur ma boite, merci." and that's: Hello, I would like to be your friend, and I'll tell you all this: all my life I haven't loved, it's you that I love, please (formal), I beg you to answer me on my machine (boite could be the answering machine or e-mail in-box).
If you do not know this person, I would strongly advise you not to respond and check your computer for a virus.

I think this is what it says, but again, rough. I tried an online translator and it didn't read it well, He probably speaks / writes a dialect of French and not the french spoken in Europe. Sounds creepy

If you ever want something translated place it into word and it will translate for you using world lingo. It didn't pick up all the words in the original message.
