Do searches on ARRL and direction finding. This was a whole science and hobby. I built one myself a few years ago.
There is a book, "Transmitter Hunting: Radio Direction Finding Simplified", by Moell. These techniques use a transmitter and receiver and dont depend on GPS. If you want to keep track of your dog, the transmitter goes on the dog.
Also look for pet finders and dog trackers on the web. There are many devices sold.
