If your best friend did a hit and run because his BRAKES went out, he should have coasted to a stop, applied the parking brake, and gone back to where the problem occurred and given his information.
Since he chose to run instead, encourage him to call he local police department in charge of the area where this happened and give them the information now. If he has insurance, it will take care care of any damages. If he continues to run, there will be some consequences once they find him, and he surely won't like the consequences.

The key word here is 'RUN'. Leaving the scene of an accident is a felony. Brakes went out my fat a$$ -- are you trying to convince us that the brakes failed but your 'best friend' managed to keep driving? The only hope your friend has to avoid prison time is to come forward and throw himself at the mercy of a judge. Most likely if no one was injured and due to overcrowding in jail he will be slapped with a heavy fine and possibly some community service. If there was a witness and / or video of his crime he will be caught and it will go far, far better for him if he just pleads stupidity and fear to the court NOW.

Well first it's not an "if he gets caught" it's more like "when he gets caught." Police are not very leniant when it comes to hit and runs. If he stayed and talked to the cops it would have been a little bit better. But he still hit someone. As it stands now he will be arrested and probably convicted of felony hit and run.

Same thing that happens to everybody else who hits and runs.
What he should have done was explain to the police and the person he hit that his breaks 'went out on him'. Because he ran, the consequences will be more drastic. Sorry, nothing can be done, it's too late, you can't change what he did to what he should have done.

We do not care what he thought. It is against the law to leave the scene of an accident. You figure out what will or could happen. I pray that no one was hurt.
