Is the word you're looking for "renege"?
I'd call it poor etiquette or bad behavior, actually.
Only propose paying for meals you can afford or want to pay for. If it isn't meant, it really shouldn't be said in a social setting or said as if it was an invitation you wanted the other person to take you up on.
It would hold for business situations, too--never offer to take someone out with the promise to pay, then renege or go back on the deal.
They'll think you'll do the same when it comes to deals and dollars with their company, too.
There is a way to do this in a better way, if what you actually meant was "NICE TO SEE YOU, LET'S GET TOGETHER SOON". Just say the words in caps, then smile or shake hands, say goodbye, then walk away.
No promise was made, but you were still polite.

Showy. No sincerity. Not trustworty. Why offer to pay to be polite??? when you don't want them to take up on your offer. Did you invite the person for dinner? If you did, you pay. If you did not invite but feels the need to be polite to offer to pay, then pay. No one could read your mind. Boy, you are a cheapskate - lol. Best time to learn some basic etiquette.
