The bottom sockets work find; but when I plug something into the top sockets theres no power and the bottom sockets are controled by a light switch

Normally the top and bottom outlets are connected to each other with a little bridge. This can be broken off in order to have one controlled by a switch and the other not. What I would do first is take off the outlet cover and look at the wiring. Are there 3 or 5 wires? (one is ground). If there are only 3 and the bridge was removed then it was never wired. You can jump the terminals with a short piece of wire and have both work off the switch.

If there are 5 connected to the outlet and the bridge is removed then there is another switch or a fuse is blown.

It could be an electrical wiring problem (fixable). But before you call an electrician, you might want to look for any 'light switches' you haven't tested yet. In all but one case where I had a non-working socket, it just turned out that the socket was controlled by a light switch I hadn't discovered. In the one exception (where I live now), the electrician had screwed up and the outlets needed repair.

the backside sockets are controlled by potential of a change? extremely? i replaced into going to point that the no longer-working sockets have been switched. yet while it is the case, the ideal ones could be on a distinctive circuit completely. verify your fusebox or circuit breaker panel. i'm guessing the subject is there.
