Putin was very critical of the US invasion and occupation of Iraq and this fact is clearly indicated in his past speeches and press interviews. So it is unlikely that he will suggest Iraq as the site for US missile shields.

it's azerbaijan he suggested, and it is a lot closer to the middle east, however it would be more isolated and harder to supply then East Europe.
