I know several programmers who are not engineers, and many mechanical engineers that also work with PLC's on a daily basis.
It all depends on what you get exposed to when you get youself employed. You won't learn it in school, except for the programming logic methods.

PLC or Programmable Logic Controller, describes modules used in industrial control applications. Electrical and/or software engineers put together systems for industrial control applications and program the controller modules to read the instrumentation and control motors, valves, actuators, etc.
