You can't get much better than the Gimp or Paint.net for free but both require additional downloads (run time files) - on a slow system these editors can be a tad slow to load. Not to mention complicated to use. I really like Pixia - you can do the basics plus a lot more and it has a neat interface; free here -

Couple this with Photofiltre and/or Opanda Photofilter and you will be amazed with what you can achieve for free

if your aim is really simple editing or autofixing of images, then something like Picasa or Faststone Image Viewer are more than adequate

You can edit images and do animations using Gimp. http://www.gimp.org
It's kind of like Photoshop but with more easy tools.

But please note that its documentation is fairly difficult to handle. Instead of individual help files, one must deal with a help manual, which one accesses via index to pursue the desired topic. This is perhaps what you would expect from an evolutionary, ever-changing piece of software.
