it depends on the types of carbs that you are consuming. complex carbs will take a good 1-1.5 hours before any of the nutrients are available for use as energy. with simple carbs you are good to go in a couple of minutes as they take little or no time to digest and are transported to the portal bloodstream very rapidly. juices that are high in glucose like grape juice are good to use directly before training.

It depends on what type of carbs we talk about. refine carbs is ok, even on the spot of the work out regimen, an hour , 30 minutes before the work out, as long as a small amount ( and little by little )and you have a strong abdomen. But a long breaking down chemical chain ( low glycemic index carb) beter taken at leas 1 hours before to make a good storage of glycogen, as a great source for cardio workout.
So, it depends on the timing, and type of your work out.
