A good rejection letter reads as follows: "Thank you for your recent application. We have received an overwhelming response to this job opening from a number of well qualified applicants and unfortunately we have been forced to turn down many excellent candidates. While you are an outstanding applicant we are unable to offer you a position with our organization at this time. With your permission I would like to keep your resume on file in the event that another position that fits your skill set becomes available. In any event I wish you the greatest success in your future endeavors."
If this is a professional or career position don't ignore an applicant, especially if you have interviewed them. Ignoring an applicant you choose not to hire is unproffessional and may give your company a bad reputaion in the labor pool you hire from, especially if your labor pool is specialized. Notify them by letter as you don't want to have an uncomfortable phone conversation, and e-mail rejection letters look like you didn't care enough to write a letter. While a rejection letter is never welcome, just ignoring someone is insulting, after they took the time to apply for the position.

Thank the individual for his or her interest in the company. Point out the applicant's strong points - experience, qualifications, people skills or whatever else is relevant. Explain to the candidate that you are not able to extend an offer, and explain why, using a phrase such as, "We are pursuing a candidate who more closely fits our job requirements," or, "We are seeking someone with more technical experience." Wish the candidate well in his or her future endeavors. GOOD LUCK
