Yes! You should always send a cover letter with your resume. On some job postings, they will only ask for your resume and/or salary requirements. If this is the case, only send your resume.
But to save face and to give the employer a little bit more info about you, send the coverletter. Dont forget to address it to the correct company and tailor it to fit the job description.
I've heard this from many places, but most of the time the employer doesnt read the coverletter, but you are better off to send it with your resume!

I don't like writing cover letters, but all the big companies will ask you for them. In fact, you can't apply to some companies on line without it!
It should show your interests. Maybe based on you CV you are the "right person" for a job, BUT the cover letter will show the HR person if you are interested in that specific kind of job. It will also show your expression abilities, grammar usage, etc.

I am working in a HR department under recruitment. Yes, you should because cover letter is to let the other party know the position that you are apply for and it is a good way of presenting yourself in a good image.

I never do because my resume pretty much says it all. It's totally up to you though. I think a cover letter hurts more than helps.
