No. There will not be a nuclear war in Europe.
Putin is just trying to increase is domestic popularity by appearing to take a stand - on an issue that is pretty much irrelevant to his nations security.

Americans may not want to cause a nuclear war - why would they? However, dear Mr. President Bush might just be brilliant enough to want it. Anything for more power. Nuclear weapons will be the end of our world as we know it. So, either both the Russians and Americans both stop with their stupidness or we all die.

this whole bit was Putin/Russia whining over their lost control of Eastern Europe. Nothing more.
But, it looks like he finally realized how silly he was making himself look and tried a find a way out by proposing the placement in another country.
