The Reasons Are :-

1 ) Many of them do not get the right conditions for germination.

2 ) They are attacked by insects and eaten by birds .

3 ) Seedlings are trampled upon.

4 ) Some of them are unfertilized and incapable of germination .

Taking in to consideration these adverse possibilities ; nature has devised ways to produce them in huge quantity so that at least a few of them will see the adulthood.

It is the same thing about ALL the living organisms .

A plant produces thousands of seeds and nature has it that all the seeds cannot germinate since during propagation not even one percentage becomes plant again.Many are destroyed naturally like falling in places whether it cannot grow,some are eaten by people, birds or animals, some get destroyed etc.

well the plant growth from seeds depends on the conditions.
if environment is suitable and even then the seed does not grow it is due to dormancy.dormancy is very essential for seeds.but due to some reasons the dormancy is not broken in that case some methods like impaction are undertaken.
but the best method to remove dormancy is phytohormones like gibberelins,cytokinins.

All seeds are not sowed into correct soil at correct temperature at correct time.
