Doing push ups mostly targets your shoulders, don't get me wrong they're effective, but if you wanna tone your arms overall you should definetly use dumbells as well. You can do bicep curls, overhead presses for your triceps, shoulder presses, lateral raises for your shoulders as well as reverse bicep curls for your forearms.

Curls for biceps and forearms. Vary it up, try overhand and underhand grips. Use dumbbells as well as a straight barbell for Preacher curls. Close grip bench press and tricep pulldows for tri’s.

Dumbbell curls are excellent, as are tricep extensions, push-ups; practically any exercise where you push or curl your arms.

Eat up first so that you'll have some meat in your arms if you haven't got any already. Then do some exercises with dumbbells.
