Smart casual is a combination of carefully chosen pieces and color combinations with just a hint of dressiness. A jacket is a great touch and will dress it up just enough!
The cords may be a bit warm for this time of year, so how about a quiet slack with a nice sharp crease? If you show a good solid line from shoulder to the ground, that is "smart".
If you eliminate wrinkles and avoid loud patterns and colors, you are looking very smart!

What's the party. Typically smart casual is another way of saying business casual. I would be sure your shirt has a collar, you are wearing nice pants like khakis. Now you could wear what you suggested just be sure the shirt has that collar in case you need to take that jacket off. If you know anyone going to this party you can ask what they are wearing. Business caual varies sometimes it's dockers with a polo, sometimes is a more casual suit, sometimes it's a suit with no tie. For sure make sure the shirt has the collar, and NO JEANS..If you know what the party is for and where it's being held that can tell a lot more too. Example call the place and ask the dress code and dont' hesitate to ask them to to give an outfit example. Good luck and hope I helped

That would be fine in the fall or winter, but not spring or summer, unless they are very light colored and you wear a cotton or linen dress shirt or sweater under.

its is a dress code which generally consists of a suit or sports jacket and/or a sweater (and other appropriate clothing). A tie is optional.

Yes, but not in this season. I would go with khakis and either a polo shirt, or a dress shirt and leather shoes (not sneakers or sandles).
