We are traveling United. Is that allowed? I am getting conflicting ideas?

London has the most restrictive rules
You are only allowed one carry on, no backpack, no purse, no laptop bag. If you have to take on board, they must fit within your one carry on bag.

I suggest putting the small backpack and everything inside it in your carry on. You are allowed to have 1 personal item (like a purse or a laptop bag) and 1 carry on. I dont think you would be allowed to have a small backpack and a carry on.

remember 311: 3 oz or less (for liquids and it includes makeup) in 1 quart sized clear, zip top bag and 1 carry on.

If your backpack is small, it might be considered your "personal item" (in lieu of a purse). I suspect that you won't have any problems, especially if your carry on is also relatively small. Most airlines are pretty lax about the carry on rules.

everything has to be 3oz. or less and in a ziplock bag.
