If you are not finding any fleas or seeing any flea dirt (check on the tummy where there is less hair) you are most likely dealing with dry skin. Dogs are very prone to dry skin and that is why you should only bathe them about once a month. Be sure to use an oatmeal shampoo as it will relive the itch and help the skin to heal. In between baths use a wipe to clean and freshen your dog. They sell special wipes in most pet supply stores. Be sure to brush your dog regularly (daily is best). If your dog continues to scratch you should check with your vet.

Try some oatmeal shampoo - could just be dry skin or an allergy. My dog also had a reaction like that to the flea and tick drops that you put on the back of their neck.

Does he have dark skin? My dog has dark skin and he kept itching himself and I could not find any fleas on him. We took him to the vet and it turned out he did have fleas but we could not see them because the fleas are dark colored and so was the dogs skin. We couldve also discovered the fleas by giving him a bath and they wouldve floated off in the water. Your dog may have a skin allergy though. Take him the vet if you discover it is not fleas.

Dogs can get dry skin too. I would try to give your dog a bath in a moisturizing dog shampoo. To see if that helps. If it gets bad where he scratches himself until he bleeds take him to the vet.

To check for fleas use a nit comb with a white piece of paper underneath. If there is any you will see them on the paper or stuck in the comb teeth.

It could be the time of year. Did this just start? Just as I get hay fever my dogs have been having allergy problems. It could be a food allergy. Take him to the Vet. and get him checked.

Try oatmeal shampoo. Do NOT use anything with fragrance in it. You can feed your dog cooked or raw eggs that helps there coat to become nice and shiny helps the oils in their skin.

It could just be dry skin. You could try a doggie oatmeal shampoo or an iodine shampoo. Sometimes that helps.
