No one can tell you where to get a tat. That will be entirely up to you. Think it over...maybe draw it and go to a mirror and hold it in different places.

First you design the tattoo. Draw it on a piece of paper, and make sure you like the design and will always like the design. Then find a reputable parlor that is clean. Then put it on your shoulder where it can be hidden during job interviews. Or get one made out of henna. Then when it fades away and you wish you still had it you can make it a permanent one. I know a good designer if you need one.

It depends why you want it. For example if you want it for the others to see it you can do it on your arms. if you want for yourself you can do it in places that you dont show much. I have one and because i wanted for me and my girlfriend, i made it on the right side of my body. The best place to do in my opinion is the back of your body cause it doesnt have much hairs and usually it's clean. Also the back has bigger dimensions and the tattoo-guy can work freely and add many details.

I have a butterfly on my left butt cheek, a butterfly on my left calf, a butterfly on the left side of my chest, and a butterfly on my lower back. I have a heart tattoo that I designed to represent inter-cultural/racial love and our offspring, the Hebrew meaning of my name written in Japanese caligraphy, and a big Celtic cross from the nape of my neck to between my shoulders. And I have two red cherries on stems with a leaf surrounded by the words "Thick" "Juicy" "Sexy" on my girl part.
