I always use accents. I printed the ASCII codes; I know most of them by heart by now, but I have a look at them when I can't rememeber a special code.

The correct way is to write CINÉMA. Whether it is in caps or small letters, the e always takes an accent. My french teacher is the source for this. Thank you.

Usually not - but the practice of not putting accents on caps arose from the typewriter, where the accent would interfere with the larger capital letter. It's much easier to do with modern word processing packages these days.

The use of upper case accented characters is floating. There's no fixed rule about it. So the good thing on the subject is that you can't be wrong!
L'Académie française recommends to use them, and Le monde, the "reference" newspaper, uses them too.
Personally, I prefer to use them, it makes more sense. And if you don't use them it could lead to misinterpretations.
The problem is that you have to use codes on your keyboard to type them in.
Here are the most common, (sorry, I'm too lazy to type all the codes in)...
À = alt + 0192
É = alt + 0201
È = alt + 0200
Ç = alt + 0199 (people tend to forget about the dear cedilla)

yes, in French you should put accents on caps although people usually don't do it.
