I m trying to download a game, but every time at the end of the installation it gives message “Windows CE service not found on this computer” – what is windows CE service? From where I can load it or what I have to do for loading it or activating it?

As far as I know. windows CE is "windows compact edition",
a windows for handheld devices like palm pilots etc. If your using a desktop/laptop, maybe you are downloading the wrong version of the game. Richard R's advice to format may be a tad extreme and unnesecary, but then again, if you format you can then install Linux instead of Windows.

download the latest drivers for your video card
if not reformat your computer.. much easier and simpler
