What is love? Something we say but never do? Something we "feel" but never do? Love does, even to those who are "unlovable" just as God demonstrated His love toward us in that while we were yet rebels and God-haters He sent Christ into the world. That action on God's part reveals His glory and God's glory is the "highest law." WHATEVER you do, do it to the glory of God. Let your light (good works) so shine that others may see and glorify your Father who is in heaven.

From a Christian perspective it is... and in this order:
Mat 22:36 Master, which [is] the great commandment in the law?
Mat 22:37 Jesus said unto him, Thou shalt love the Lord thy God with all thy heart, and with all thy soul, and with all thy mind.
Mat 22:38 This is the first and great commandment.
Mat 22:39 And the second [is] like unto it, Thou shalt love thy neighbour as thyself.
-- So it boils down to love God first, and your neighbor second. Also, dont forget 1st Corinthians chap 13 where it says that out of faith, hope and love, love is the greatest of them. Hope this helps
